The primary methods for achieving the goals and objectives of the Project will be:

* The central body of the NES will become a focal point for providing information of education and training to the locals and various individual and group workshops may take place for counseling to locals.

* The development of training program will be modeled from the NES central body.

* In addition, pre-plan will be developed by staff to guarantee the systematic operation of the Project.
